Allouez Seeks Support For Closing the GB Correctional Institution

May 10, 2018

The Village of Allouez is asking residents of Brown County to voice their support for closing and decommissioning the Green Bay Correctional Institution ("the Reformatory"), and the eventual sale of the 64-acre GBCI property.

Redevelopment could incorporate the best new concepts in mixed-use community design while retaining existing structures that have historical significance or architectural appeal.

According to village officials, such an approach would truly embody Allouez’s “Historically Progressive” motto for future growth.

Repurposing of the current GBCI site would require construction of a new state-operated prison, likely in rural Brown County or an adjacent county, with a facility that is privately built and owned (and therefore taxable).

Benefits to the local community and Brown County would be impressive:

1. Job creation, increased economic activity and $80m or more in new development
2. Increased tax base for the entire county
3. Additional funding to help cover necessary road and infrastructure repairs
4. To create an exciting riverfront destination that will act as a cornerstone in the Brown County area and provide the community amenities young professionals, families, and retirees are looking for today.

Decommissioning would also benefit all state taxpayers by addressing myriad GBCI issues:
1. An estimated $200m in repairs and long term maintenance costs
2. Inmate count at approximately 145 percent capacity
3. Highest number of inmate-on-staff assaults in Wisconsin’s adult prisons
4. Limited space for important vocational and mental health programs
5. Substantially higher operational costs due to antiquated facility design

To sign your name in support of this petition, CLICK HERE. Hard copies of the petition are also available at the Village Hall, 1900 Libal Street during regular business hours.

New H.A.W.K. Crossing on Riverside Drive

February 22, 2018

A new pedestrian hybrid beacon called a H.A.W.K. (High-intensity Activated Crosswalk) has been installed on Wisconsin 57 -- Riverside Drive -- south of Sunset Circle in the Village of Allouez.

Federal Highways Administration recently approved the HAWK as a newer traffic control device to safely accommodate pedestrians at mid-block roadway crossings.

A pedestrian hybrid beacon is used to warn and control traffic at a mid-block crosswalk without other traffic signals.

While slightly different in appearance, this beacon functions much like a conventional pedestrian signal in that it stops traffic to allow pedestrians to cross safely.

The beacon stops traffic with a double red indication thereby creating a gap for pedestrians to cross.

Benefits:

The alternating red signal indication allows vehicles to proceed once the pedestrian has cleared their
side of the travel lane, thus improving vehicle traffic flow.

According to Federal Highway Administration (FHWA) pedestrian hybrid beacons can reduce delays for
pedestrians by up to 50 percent when compared to traditional signalized crossings.

"One of the most important components of the Master Plan is assessing what the needs of our community are, and public participation will assist in aligning the fairgrounds property with future needs", says Matt Kriese Asst Parks Director.

The survey is available now and it must be completed no later than Friday, October 27th. As part of the public process, a Community Meeting will be scheduled later this year.

Zambaldi Beer Brewery and Tap Room Coming to Allouez in 2018

September 7, 2017

The effort by the Village of Allouez and a local beer brewer to bring a Brewery and Tap Room to Allouez is almost complete!

The Village of Allouez has entered into a Developers Agreement with Zambaldi,LLC and Malcolm Development, LLC to develop Zambaldi Beer Brewery, Tap Room and Beer Garden on the old village hall property located at 1649 S. Webster Ave. in Allouez.

"The development fits right into the Allouez Corridor Study conducted in 2015, which highlights the need for places to gather in the village. The idea of a Craft Brewery / Tap Room had been mentioned by many residents as an ideal fit for the village. We are very excited to welcome David and Abby Malcolm and Zambaldi Brewery and Tap Room to our village," said Brad Lange, Village Administrator for Allouez.

The next step in the process is a Public Hearing that is scheduled for October 3rd, during the Village Board Meeting, for final approval of a request from Zambaldi for a Planned Development District on the property. The Brewery and Tap Room is expected to open next Spring.

Zambaldi currently brews two beers: Good Dog - Porter and Dairy Farm House Ale. They will be adding Meatball Man Amber Ale in the very near future. To learn more about Zambaldi Beer, visit: http://www.zambaldi.com

Farmers' Market Update

August 24, 2017

The 3rd annual Allouez Village and Bellin Health Farmers’ Market - located in the parking lot of Bellin Health Plaza on Libal Street (Next to Allouez Village Hall), began on June 15th, and will continue through October 5th, on Thursday nights from 3:30-6:30 p.m.

We asked Trevor Fuller for an update on the market:

Our market is in the 3rd year and does not seem to be losing steam. When we started out, we aimed to be a family-friendly market and we have really seen the market fill that niche this year! Our central location and easy parking are definitely what sets us apart from some of the other markets, but the personable vendors, live music, and family activities are what makes people stick around.

From the healthy initiatives booth staffed by Bellin Health, to the opportunities to explore Brown County Sheriff vehicles, we try to offer it all.

This past week we had the Brown County Dive Team come and show off their equipment and educate the public on their services. Next week, we will be handing out free mini-footballs in light of the Packers’ pre-season game. We will also have music by Mitchell John Weycker, playing acoustic covers of 50s and 60s Rock n Roll, as well and Indie Rock. Rain or shine, your veggies will be here!

So, mark your calendars for Every Thursday, 3:30pm to 6:30pm, bring the family, and enjoy the Very Best Farmer's Market in the area!  You will NOT be disappointed!

Allouez to Welcome Zambaldi Beer Brewery & Tap Room

May 11, 2017

The Village of Allouez and Zambaldi Beer have announced their intent to enter into a developers agreement to bring the Zambaldi Brewery and Tap Room to Allouez.

Abigail Malcom, co-owner with husband David Malcom expressed the couple's response to the news:

"David and I are really excited to build our brewery in Allouez. We love how friendly and tight-knit the community is, and the village board has been a pleasure to work with. We hope we can provide a great gathering place for our neighbors."

The Zambaldi Beer brewery will be located at 1649 South Webster Avenue, and will be the first brewery to call the village of Allouez home since the C. Hochgreve Brewing Company closed in 1949.

Allouez Village President Jim Rafter had this to say about the new brewery: “I am very excited to welcome Zambaldi Beer to Allouez. We recently conducted a community survey to identify what types of businesses or services our residents are looking for, and a brewery with a community feel was one of the most popular choices. A business is only as good as the people who run it. David and Abby have demonstrated a great knowledge and passion for brewing beer and creating a great experience for their customers. I have no doubt Zambaldi Beer will be a great success, and a great addition to our community".

More information on Zimbaldi Beer is available at www.Zambaldi.com

Salute to Women

March 8, 2017

In light of International Women’s Day, celebrated on March 8th, the Village of Allouez would like to thank the women who make up our community.

By population, women make up 47.7% of Allouez residents (2010 US Census), however, we know that contributions in the village, made by women from all backgrounds, go far beyond the population make-up of the village, and we are all sincerely grateful.

In the village, we support and promote equal rights for all. We are proud to know females make up 61.4% of the labor force in the village (2015 American Community Survey), and pleased by the fact that women-owned firms make up 45.7% of business firms in Allouez (2012 Economic Census).

While this number may seem impressive in comparison with Brown County and the State of Wisconsin, which respectively only have 26.9% and 30.9% women-owned firms, Allouez will not stop here in supporting women’s advancement and achievement in the workplace. We still have further to go in helping to forge a better working world; one that is more inclusive of everyone.

0% HOUSING REHAB LOAN PROGRAM

March 2, 2017

Debbie Baenen, Clerk-Treasurer of the Village of Allouez, has asked us to share the following information that may be of interest to Brown County* homeowners.

If your home is in need of repairs, you may qualify for home rehabilitation assistance through the NE Wisconsin Community Development Block Grant (CDBG) - Housing Loan Program.

In 2013, the Brown County Planning and Land Services Department began to administer a housing rehabilitation loan program, funded from the Wisconsin Department of Administration and U.S. Department of Housing and Urban Development for the communities in a 10-county region of Northeastern Wisconsin, including Allouez.

The program provides 0% interest, deferred payment loans to homeowners making not more than 80% of the gross county median income depending on household size for home repairs, including such projects as the replacement of roofs, siding, windows, heating and ventilation, septic systems, wells, electrical, plumbing, handicapped accessibility, and lead paint and asbestos abatement; minimum loan amount of $1,000. The income limits may be found at the following hyperlink:

http://doa.wi.gov/Documents/DOH/Household_Income_Limits.pdf.

Loan payments are deferred until such time as the home is no longer the principal place of residence for the applicant (typically when the home is sold), at which time the loan becomes payable in full.

Repaid funds are then re-loaned through a revolving loan program for new projects within the region. Brown County also administers a similar program for rental properties, except that the terms of the loan are 0% interest for five years with required monthly payments. Residents with questions regarding the program or interest in applying should contact Todd Mead or Aaron Schuette of the Brown County Planning Commission at (920) 448-6480 or email at mead_td@co.brown.wi.us or schuette_am@co.brown.wi.us

*The program also serves residents of  Calumet, Door, Fond du Lac, Kewaunee,
Manitowoc, Marinette, Outagamie, Sheboygan, and Winnebago Counties

FOX RIVER TRAIL IS OPEN FOR THE WINTER IN ALLOUEZ

December 13, 2016

The Village of Allouez is excited to announce that it is plowing the snow along the Fox River Trail in Allouez this winter. The trail will be cleared from Marine Street south to the Fox Point Boat Launch for walking, jogging, or biking. This will be a great opportunity for trail users to get outdoors during the winter and continue healthy recreational activities.

" We look forward to keeping this great trail open for year-round enjoyment by Village residents and other trail users this winter." said Chris Clark, Director of Parks, Recreation, and Forestry for the Village of Allouez. "We hope to provide another opportunity for people to enjoy the great outdoors, especially during a time when we tend to be less active and stay indoors."

The trail will be open for recreational purposes from 5 am to 9 pm. A state trail pass is required for all people age 16 or older, who enjoy the Fox River Trail for biking. A pass is not required for walking, jogging or hiking.

Trail users should be aware that surface irregularities and slippery conditions may exist during the winter due to the presence of some snow and ice. The Brown County Parks Department will have restroom facilities open at St. Francis Park throughout the winter as well.

Eyeglass Recycling at Village Hall

November 10, 2016

Do you have usable eyeglasses you no longer wear?

In just about any home, one can find a pair of eyeglasses that are no longer being used. That same pair of eyeglasses can change another person's life.

Used eyeglasses are cleaned, sorted by prescription strength and packaged to be distributed to people in need in low and middle-income communities where they will have the greatest impact.

Imagine if you could help a child read; An adult succeed in his job; A senior maintain their independence, And, provide a community with more opportunities to grow and thrive!  Well, you can do more than imagine; you can do all these and more with a simple gift of used, usable eyeglasses.

WIS 172 ramp work at Webster Avenue in Allouez begins October 24th

October 13, 2016

The Wisconsin Department of Transportation (WisDOT) Northeast Region announces a safety improvement project will begin Monday, October 24th, 2016, to reconfigure the WIS 172 and Webster Avenue westbound ramp intersection in Allouez. Construction is scheduled to be completed by Sunday, October 30th, 2016.

The project will reconstruct the right turn island on the southbound approach on Webster Avenue to westbound WIS 172 and the associated right-turn lane. The new island will remove the large, sweeping curve and create an acceptable approach angle to the westbound on-ramp lane to WIS 172. The new geometry on the approach is expected to reduce right-turn crashes and help motorists see conflicting traffic.

Traffic impacts:

· Westbound WIS 172 on-ramp from Webster Ave. will be CLOSED Monday, Oct. 24 through Sunday, Oct. 30. No signed detour will be provided. Traffic seeking westbound WIS 172 should utilize the local street system.

· Southbound Webster Ave. reduced to one lane.

· Both lanes of northbound Webster Ave. will be open.

· Access to business and properties in the work zone will be maintained.

The $157,000 project is funded through the federal Highway Safety Improvement Program (HSIP). Motorists are advised to use caution and remain alert when driving through this or any work zone. Vinton Construction of Manitowoc, Wis. is the prime contractor.

WIS 57 – Riverside Drive Resurfacing Project to Start in Late May 2016

May 12, 2016

Construction Schedule Update:

Project I.D. 4085-59-71
Riverside Drive, Village of Allouez
SCPL - NCPL
WIS 57
Brown County

The Wisconsin Department of Transportation (WisDOT) has revised the scheduled start time of the resurfacing project on WIS 57 from the intersection of Randall Avenue in the city of De Pere to the north village limit in the village of Allouez, just north of Marine Street, Brown County.

The project was originally scheduled to begin in August 2016. In order to avoid overlap and traffic conflicts with the WebsterAvenue bridge project (Webster Avenue railroad overpass), WisDOT is able to start work on Riverside Drive in late May 2016.

The north half of the project, north of WIS 172, will be complete by July 1, 2016. This will reduce conflicts with the detour for the Webster Avenue project, which is tentatively scheduled to start in early July 2016. The entire WIS 57 resurfacing project will be complete sometime in August 2016.

The WIS 57 Riverside Drive reconstruction project is still currently scheduled for 2021 and 2022.

2021 reconstruction project ~ Hwy 57 / Riverside Drive

February 18, 2016

Preferred alternative announced for WIS 57/Riverside Drive reconstruction in Brown County

(Allouez/De Pere) The Wisconsin Department of Transportation (WisDOT) northeast region is announcing the preferred design alternative for 3.4 miles of WIS 57/Riverside Drive in the village of Allouez and the city of De Pere from Randall Avenue to Grignon Street. Reconstruction is necessary due to the age and deteriorating condition of pavement and subgrade below the pavement. Local utilities and storm sewer will be replaced in conjunction with this project. Construction is scheduled for 2021.

The alternative was developed after three years of coordination with the local business and stakeholder committee, public comment, and village and city board recommendations. The Allouez and De Pere portions of the project have different configurations due to differences in each community’s desire for bike/pedestrian accommodations and sidewalk.

“The design is really a hybrid of past alternatives incorporating preferences of both Allouez and De Pere regarding the look and operation of the reconstructed roadway,” said Will Dorsey, WisDOT Northeast Region Director. “It’s through this collaborative process of sharing concerns and comments that we were able to come to a consensus on the design. I’d like to thank the residents and leaders of Allouez and De Pere for all their time and effort devoted to this important project.”

tips for safe holiday decorating

December 15, 2015

Decorating for the holidays is something that many families will soon be doing, if they haven’t started already. Stringing the Christmas lights, trimming the tree, and setting out candles are just a few of the things that we do to make our homes feel festive.

The Allouez Fire Station, in addition to wishing everyone a Merry Christmas, and a most Happy New Year, would like to offer some tips for safe holiday decorating:

Christmas Trees; · Select a tree that is not too dry. Grasp a branch about 6” from the end and gently pull outward. Only a few needles should come off. · Cut 2” off of the base of the tree and immediately place the tree in water which should be checked daily. · Keep heat sources away from the tree. · Trees only take only several weeks to dry out. Throw your tree out right after the holidays.

Candles; · Candles make your home smell good but they could burn your house down (that won’t smell good)! · Keep the area around candles clear of combustibles. · Never leave your home or go to bed with a candle burning in your home. · Take extra care when using candles around pets and children.

Lights; · Use only Christmas lights that are UL approved. · Buy the appropriate lights for the placement. Indoor lights should not be used outside. · Check the cords for frays and shorts. · Never plug more light strands together than the manufacturer recommends. · If you are hanging lights on the outside of your home be extra careful on ladders and roofs.

Common sense goes along way when safeguarding your home. Taking a couple of extra minutes could save your life, family, and home from a tragedy that most likely could have been prevented in the first place.

Allouez Soliciting Feedback on Outdoor Recreation Plan

November 5, 2015

The Village of Allouez Parks, Recreation, and Forestry Department is seeking input from the community on the first draft of the Comprehensive Outdoor Recreation Plan (CORP). This plan will guide the village on future parks and recreation improvements, as well as assist the department with management and maintenance decisions.

The recommendations that have been included in the CORP have come from a needs assessment of the community, a public survey that was available during the month of September, input from various user groups, input from the Parks, Recreation, and Forestry Committee, as well as input from village staff. Costs associated with improvements that are included in the draft plan are only preliminary and are subject to review and funding.

A copy of the draft plan can be viewed on the Parks Department webpage at www.villageofallouez.com/depts/parks-and-forestry . Please email comments to the Parks Director at chrisc@villageofallouez.com by November 16th, 2015.  Please place “CORP Comments” in the subject line of your email.

The Parks, Recreation, and Forestry Committee will be further discussing the CORP at their next committee meeting on November 18th, 2015 at 6:30 pm at the Allouez Village Hall.  The public is welcome to attend.

Neighborhood Watch Program

September 24, 2015

The Village of Allouez Neighborhood Watch program is a great way to get to know your neighbors, and to work with law enforcement to better the community.

The program is looking to connect with current Neighborhood Watch groups and/or create new Neighborhood Watch groups.

This past summer, Allouez has had new Neighborhood Watch groups form on Calais Court, St. Croix Circle West, and St. Croix Circle East.

These new groups were started by residents looking to get in touch with, and get to know their neighbors.

The Village has also been able to connect with groups that have been established on Blackhawk Drive. The residents established these groups by contacting the Brown County Sheriff’s Office Allouez Directed Enforcement Officer, and scheduling an initial meeting with neighbors to establish a contact list, and talk about any concerns in the neighborhood.

If you know of a current Neighborhood Watch group that would like to have a meeting, or are interested in forming a new Neighborhood Watch in your neighborhood, or would like to sign up for e-mail updates about public safety related information, please contact Deputy Loppnow at 920-448-2800 Ex. 109, or via e-mail: loppnow_rw@co.brown.wi.us.

Village of Allouez Weathers the Storm

September 10, 2015

Our entire area was drenched in a soaking rain Monday, September 8th.  Area rainfalls varied, but the previous record of 1.21 inches was washed away with Monday's rain.  Over the last several years, the Village of Allouez has invested several million dollars to improve its infrastructure, including storm and sanitary sewers.  While that effort continues, Allouez has made great strides in providing an infrastructure that can withstand storms like the one that passed through on Monday.

Craig Berndt, Allouez Public Works Director said, "The Village of Allouez' significant investment in reconstructing village streets and sewers over the past five years has paid off.

During this past weekend rainfall was reported at 3.5 and 4.25 inches at two locations in Allouez. Despite this high rainfall, in excess of a 50 year storm event, the village did not experience sanitary sewer overflows or reported basement backups.

This is very significant, because as recent as 10 years ago this would not have been the case. Basement backups and sewer overflows would have resulted.

Thus, the investment of village resident tax dollars in improving the Allouez utility infrastructure is showing positive benefits to the village."

It's nice to know that the investments in the village infrastructure are paying off!

First Allouez Farmers' Market a Great Success!

July 9, 2015

There is a first for everything, and last night was a very successful first "Allouez Farmers' Market!"

Starting this week, and continuing through October, come join a growing list of local vendors who provide prepared food, fresh vegetables, micro-greens, hand made crafts, soaps, clothing, and more!

"Our intention was to start small, and see how things went.  We were extremely pleased with the attendance, and everyone seemed to have a great time.  We've heard from other vendors who are interested in participating, so I'm expecting this to grow.", said Brad Lange, Allouez Village Administrator.

Guests were entertained by the father/daughter, guitar/violin music duo of Nick and Emma Utrie, who delighted visitors with a great mix of music appropriate for all generations!

So, mark down every Thursday from 4:00 - 7:00 PM, and plan to spend an evening enjoying the area's newest Farmers' Market.

Important Topics To Be Discussed At Allouez Village Board Meeting July 7th

July 1, 2015

The upcoming Allouez Village Board meeting scheduled for Tuesday, July 7th at 6:30 pm should prove to be very interesting for Allouez village residents.

2. A discussion by the Village Board resulting in a recommendation to the State Dept. of Transportation regarding the Community Sensitive Solutions (CSS) aspect of the large reconstruction project of Riverside Drive scheduled to begin in 2017.
